For more than twenty years I have led health, safety, environment, quality and operational risk functions across some of Australia's most complex infrastructure, construction, aviation, rail and maritime programs. My work sits where the boardroom meets the frontline: translating governance, assurance and regulatory obligation into systems that people on the ground will actually use - and that leaders can defend under scrutiny.
Today I combine executive practice with doctoral research, examining how leadership behaviour shapes safety performance in high-hazard industries. This site brings together my portfolio, my research and my thinking on where the profession goes next.

Three connected disciplines, one outcome: organisations that perform safely, prove their compliance, and keep operating when things go wrong.

Building and leading HSEQ functions across multi-site, multi-contractor operations - from management systems and audit programs through to frontline capability and culture.

Risk frameworks that executives trust and operators understand: critical risk identification, control verification, business continuity and crisis management.

Integrated management systems certified to ISO 45001, ISO 9001 and ISO 14001, with the governance and reporting structures that satisfy regulators, clients and boards.

My portfolio spans national infrastructure delivery, protective services, aviation, rail, maritime, telecommunications and facilities management. In each, the brief has been consistent: take a fragmented, reactive compliance function and rebuild it as a credible, evidence-led capability that supports the business rather than obstructing it.
Led HSEQ and operational risk across large-scale national programs, including a [523-site, $590M] telecommunications restack and a nationwide aircraft warning light maintenance program.
Built and led multidisciplinary teams of HSEQ advisors, auditors and trainers across geographically dispersed operations.
Directed major incident investigations using ICAM, converting root-cause findings into preventive controls that hold.
Designed and deployed digital risk training and e-learning platforms lifting capability from the boardroom to the frontline.
Owned integrated management systems and their ISO certifications, including [OFSC / Federal Safety Commissioner] accreditation.
Years leading HSEQ, operational risk and governance functions across high-hazard industries

Value of national infrastructure programs delivered under HSEQ leadership across [523] sites.

Sectors led across: construction, aviation, rail, maritime, telecommunications and facilities management.

My PhD research at [university] investigates [working title: e.g. 'the relationship between executive leadership behaviour and safety performance in high-hazard operating environments']. It asks a question the profession has circled for years without settling: when safety performance improves, how much of that improvement is system, and how much is leadership?
The work draws on Safety-II thinking, Human and Organisational Performance (HOP) and lived operational experience - testing academic theory against what actually happens on a live site at three in the morning. The intent is practical: research that gives executives defensible, evidence-based decisions rather than another framework diagram.
Leadership behaviour and its measurable effect on safety performance
Human and Organisational Performance (HOP) and Safety-II in practice
Governance, assurance and the limits of compliance-led safety
Psychosocial risk and the changing regulatory landscape
I write regularly on safety leadership, regulatory change, risk governance and the gap between what management systems say and what organisations actually do.
The audience is deliberately practical: executives, HSEQ leaders and operational managers who need a position they can take into a meeting on Monday.
Regulatory change explained in operational terms, not legal ones
Safety-II, HOP and modern risk thinking, tested against real operations
Governance, assurance and the accountability of leadership

Inspection and certification requirements are being tested against real-world risk - and against technology that did not exist when the rules were written. What stays essential either way.

The difference between a compliance function and a leadership function, and why only one of them changes behaviour.

Effective safety management rests on evidence, accountability and corrective action. Where organisations consistently underestimate the paper trail - and what it costs them.

Lag indicators tell you about a past you cannot change. What to measure instead when the goal is capacity rather than blame.
